AIDSLaw's Professional Staff

AIDSLaw of Louisiana, Inc. is blessed to have an outstanding, committed professional staff. Linton Carney is our Executive Director, Iska Beck is our supervising attorney, Lisa Mirman is our full-time staff attorney, Louise Bienvenu is our part-time staff attorney, and Karl Rumbaugh is our part-time intake specialist. Our Outreach Coordinator/Office Manager is Samuel Ashley

We also maintain a listing of numerous volunteer attorneys throughout the state who are available to assist members of the HIV-effected community. In addition to staffing the offices in New Orleans, our attorneys regularly travel throughout Louisiana to provide legal services, and hold seminars and training sessions.

About the Staff
 

Linton Carney, AIDSLaw�s Executive Director, is a 1978 graduate of LSU Law School where he was an editor of the Law Review and a member of the Order of the Coif. After judicial clerkships at the Louisiana Supreme Court and the United States District Court for the Western District of Louisiana, he practiced law at Monroe & Lemann in New Orleans for 13 years, and specialized in commercial litigation and bankruptcy. He has been active in HIV/ AIDS issues as a volunteer for NO/AIDS Task Force and AIDSLaw, and served on the AIDSLaw board of directors for three years before becoming the executive director. From 2000-2004, he was a member of the New Orleans Regional AIDS Planning Council, and chaired the Nominating and Bylaws Committee in 2003-2004. He also serves on the steering committee of the New Orleans Practice Improvement Collaborative, and is a consultant on a grant studying the dissemination of an evidence-based practice in the addictions field. A member of the Access to Justice Committee of the Louisiana State Bar Association since 2001, he was also a participant in the VaxGen clinical trials, phase II, for an HIV vaccine.

Iska Clark Beck received her BA in Psychology from Newcomb College in 1972 and her JD from Southwestern University School of Law in 1990. Before entering law school, she was employed as the Psychometrician and Research Coordinator in Psychiatry and Neurology at Tulane University Medical School and Hospital, as a claims examiner with Social Security Disability Determinations and as a paralegal, primarily in the Admiralty department for local law firms. Following law school, she was engaged in private practice in the health care and insurance law, specializing in ERISA, Medicare and MediCal appeals. She joined AIDSLaw as Supervising Attorney in September, 1997.

Louise Bienvenu joined AIDSLaw in October 2004 as a part-time staff attorney. Louise is a 1988 graduate of Loyola School of Law, where she was a founding member of the Loyola Public Interest Law Association, served on the Law Review and handled cases as a student lawyer on the Law Clinic. Louise worked for three years with the Mental Health Advocacy Service and served on the Board of Directors for the Advocacy Service for the Elderly and Disabled for two years. For the last 12 years, she has maintained a private practice, focusing on civil and criminal litigation. Louise spends three to four days per month in Baton Rouge working with AIDSLaw clients at Family Services and Volunteers of America.

Karl Rumbaugh is originally from Ohio but graduated from high school and junior college in Florida. He moved back to Ohio in 1970 and was employed in the Division of Revenues Department of General Telephone Company as an analyst until 1977. Between 1978 and 1993, Karl worked in Mississippi and Texas as mostly a computer operator with various manufacturing companies. He moved to New Orleans in 1994. Karl has been a part-time employee of AIDSLaw since 1999 and primarily is involved with data entry for billing purposes and sometimes assists with client intake. He also is heavily involved in the volunteer community as a member of the New Orleans Regional Aids Planning Council, staffing the Statewide AIDS Hotline once per week and participating in various HIV/AIDS fundraising events.

Lisa Mirman Although Lisa Mirman, our new staff attorney, just joined AIDSLaw in February 2006, she is a familiar face. Originally from Columbus, Ohio, Lisa graduated from The Ohio State University with a BA in philosophy. She received her J.D. from Tulane University Law School in 2002, graduating with a specialization certificate in Environmental Law. While at Tulane, she was an active member the Environmental Law Society, and served on the planning committee for Tulane's Annual Environmental Law Conference and as a student attorney in the Environmental Law Clinic. Lisa was also very involved in the Public Interest Law Foundation (PILF), serving on the board as vice-president and co-chairing the annual auction. PILF provided a grant that enabled Lisa to work as a law clerk at AIDSLaw in the summer of 2001, and she continued in her commitment to our clients in later years, particularly by procuring donations for the Pro Bono Publico Awards and auction. So we were thrilled when she left the United Cerebral Palsy of Greater New Orleans to come work with us. As local music director and disc jockey on Saturday nights for WTUL, Lisa has ties to the local music scene.

Sam Ashley began employment at AIDSLaw in April 1997 as an Intake Specialist. With a degree from Southern University and a number of years of administrative experience in the United States Navy, Sam quickly mastered the skills and duties of this new position. When the position of Office Manager/Outreach Coordinator became available, Sam was selected to fill that position. His duties included everything from basic office chores to grant writing and payroll and from client intake to educational in-service. Sam�s duties have also included prison outreach at the Orleans Parish Prison, the St. Tammany Parish Jail and the women�s prison at St. Gabriel. Sam is also the former Chair of the Title I New Orleans Regional AIDS Planning Council which oversees the provision of services to the HIV/AIDS community in the New Orleans area. A certified Red Cross HIV prevention counselor, Sam was also on the Community Advisory Board of the HIV Outpatient Client., and was a member of the NOPIC Steering Committee, serving as a consumer. Sam is a very busy member of our staff who enjoys helping people.
